Add Ruler tool to map chart

Would like to be able to click on the tool and measure the distance between 2 points in the map chart. Most other spatial softwares have this tool and it would be greatly beneficial for many of our workflows.

Set the complete label to be percentage or value regardless of the label type (bar segment or complete bar). In other words, have that option for each type of label as per the attached image.
