Set default feature layer transparency with Column or Data Table Property

We would like a way to set the default transparency of a feature layer through a Data Table Property or Column Property. I know you can set the default color scheme for a layer. I'm looking to do the same thing with transparency.

Nested Variables in set_env (and other similar) script
