User Action Log data should be saved in the local time zone as the server and not in GMT

Currently I action log when saved to the database has the logged_time / Original_Time columns populated with GMT date.

Want this date to be the local time as on the Spotfire Server. I action log file (with file logger enabled) instead has the correct data.
