Add the ability to clear out I no longer present in external user directory

It would be useful to have a way to, on demand, remove "orphan I" (I not present in the external user directory) from the database - possibly replacing references to them with some sort of "lost-and-found" user. This is especially important when switching from using a database only user directory to use an external back-end (e.g. LDAP).
