Library Recommended Visualizations & Custom Expressions Associated with Information Link or Library Data

Allow the sharing of visualization configurations to the library presented through the recommended visualization dialogue.  So when a user adds a data resource from the library it would present visualizations other users have created using that data.  If some data sources are missing from the analysis prompt the user to load them from the library.

Same setup for Custom Expressions.  Keep history of all custom expressions a user creates allow them to store them to their user folder in the library and allow them to be shared across all library users in a non-user specific folder in the library.  When the user is creating an expression present them with suggestions from the library or their past expression based on the information source or column name.
