Make map backgrounds accessible to users without internet access

When some  customers tried to access analysis files that contained map charts via the WebPlayer they received the following error message:

"Error when downloading map chart service list from http://geoanalytics.tibco.com/service/services-list.json"

The current suggested fix for this is to add the following URLs to the browser's Trusted Sites:

http://geoanalytics.tibco.com/
http://tilescf.maporama.com/

These two companies could not utilize this suggestion for different reasons:

1. One WebPlayers do not have Internet access (they have since resolved this by using a proxy solely for geoanalytics components)
2.One has a policy preventing them from adding non-secure URLs to their Trusted Sites.

We should consider ways to make the geoanalytics maps more accessible via the WebPlayer so that other customers are not prevented from using them.
