The only option to display them in *.sta spreadsheets is a separate server for these users where the system locale is set to the "most approriate" Chinese setting: (https://answers.microsoft.com/en-us/surface/forum/all/how-to-change-system-locale-in-windows-10-the/d7826ef0-13cd-43ea-8e01-2846d813dfed)
Since this setting affects all users on the hardware, you really need a separate server to test these settings.
The root problem is that the *.sta file format does not support Unicode. Respective idea already exists and can be upvoted here: https://ideas.tibco.com/ideas/STAT-I-207
