Add support for Non-Ascii characters in ODBC drivers

Currently the TIBCO Data Virtualization 7.0 ODBC drivers used to connect to TDV does not support non-Ascii letters in the username. This causes some problems for Scandinavian users as letters such as Æ-Ø-Å is often used in a person’s name.
Adding support for UTF-8 style character set would eliminate this issue completely.
