Support PostgreSQL 10.4.x for data source, cache and dataship

OSS postgres cannot meet our customers' needs.

It would be great that TIBCO can officially integrate EDB postgres (version 10.4 or later) into their RDBMS adapter list.

    Our Postgres adapter works with the open source and enterprise DB distributions.  We will look at updating our version support to 10.x.
