Sometimes you need to reboot a server in your cluster, but you doin't want to bring down the whole cluster, and jobs keep being started on the server that you dont want to interrupt.
by allowing a server to opt out of triggers, you can then wait for the active jobs to finish, reboot the server, and enable the triggers again, before moving to the next server in the cluster.
