Encoding-sensitive log importing from BCP.exe

bcp.exe is a Microsoft tool that outputs logs using the operating system's encoding (e.g., MS-932 on a Japanese OS). It appears that DV (via Data Ship or similar) does not specify the OS-native encoding when importing logs from this tool, resulting in garbled text.
