Add 'Configuring an email notification' to Spotfire Server web UI

Configuring email & http notifications and then adding or removing notifications are currently all done through the Command Line Interface and not the Spotfire Server web portal.

It would be a very helpful feature to have Spotfire Server Web UI components to perform the following commands:

config-email-notification
config-http-notification
add-notification-preference
remove-notification-preference

This would be applicable to either type of notification "origin", both Automation Services and Scheduled Updates.
