Change Scheduled Update task creation log from DEBUG to INFO level

To improve the troubleshooting of Scheduled Updates issues, we request changing the log level for Scheduled Update task creation from DEBUG to INFO.
Currently, when a task starts, the log below is recorded only at the DEBUG level in server.log:

DEBUG 2026-10-16T09:46:01,269+0900 [scheduled-updates-rule-3910a999-1a95-44df-a1c2-2a846202c00f] scheduler.service.JobServiceImpl: insert task id=17128016-9527-4729-840e-9eb483827436, instanceId=11646d67-18d5-4af1-ba74-a662d1fd5c63, lastModified=2026-10-16T09:46:01.269+0900, destination=https://WINX:9501/c01ead65-feaa-4b29-9357-ad492b17bc3b, status=NEW

Background / Use Case:
In our production environment, end users sometimes report that scheduled update tasks are stuck and never start. When we investigate using the GTB, we cannot find any corresponding logs for the specific task ID. This makes diagnosing the root cause extremely difficult.
Having an INFO-level log upon task creation would allow us to verify whether the task was successfully generated or if the issue occurred earlier in the pipeline.
