Set local TERR on/off via configuration

We want a way to adjust the global settings for the clients that are deployed so that the Use Local TERR engine tickbox is unticked by default (see image attached).

We are requesting an option to set the default behavior globally for this setting.

Another option is to allow to set the TERR option on and off via a configuration before deployed new clients to users.
