Add "Scan all Rows" to Import dialog for excel and text files - to improve column data type determination

Spotfire sometimes incorrectly guesses the data type for Excel and text files because it scans only a portion of the rows in the file.  Well add an option so it scans the whole thing so we can get that data type right the first time!  SPSS Modeler has this, for example.

    better yet, 3 options:...default, scan all rows, scan X number of rows
