Option to restrict Embedded Data at User Level/Group Level/Report Level

1) To control the size of data and to decrease load on the server by restricting at User Level/Group Level/Report Level.

2)When Spotfire migration/deployment is automated( through config import/export commands using batch scripts), the reports that have embedded data will take more time while running via batch scripts.

    At a minimum this should be controllable at the group level as there are some cases where we don't want users embedding data and potentially passing secured data around.  Ideally, having the ability to disable embedding data at the Information Link or Connection level would be nice.

    This is really needed as we cant control thousands of users which consumes the migration process and increase size of database size.
