Add License capabilities for Custom Automation Services Task

Currently, there is no API to support Licensing capability for Automation Services task.

We are developing a custom task and there is no way to restrict user access to this task.

All uses can access all the tasks under Automation Services Job builder. It would be nice if we could restrict user access to these tasks using Licensing option.
