Improved Controls and Zoom for 3D Scatter Plot

3D Scatter Plot can be very useful for data in X, Y, and Z space.  Many times the existing navigation controls move your data too far in any given direction and panning/rotating with the mouse is fairly difficult.  Zoom levels are also in large increments making it hard to refine what you make visible in the visualization.

    Currently only rotating is supported in the 3D Scatterplot. Need ability to Pan/Move without affecting the rotation.
