officially support installing spotfire server on non-English OS

Currently Spotfire Server(TSS) and web player(TSWP) only support installation on English OS, however, most of customers in Japan use OS in Japanese in their production environment. There has been no issues until v6.5, in Spotfire 7.6 (as confirmed), the following issues occurred.

1) deploy any language pack(e.g. Japanese) to Spotfire Server which is installed in a Windows OS in Japanese language.

2) access TSS/TSWP, with browser language configured as "Japanese", TSS/TSWP web page displays in Japanese as expected.

3) switch browser language to English, TSS/TSWP is still in Japanese (should be in English as configured).

4) switch browser language to language other than Japanese, e.g. French, the TSS/TSWP is still in Japanese, which is not as expected(should be in English cause French language is not available)

TIBCO support provided following workaround:

1) Stop Spotfire Server and Node Manager Service.

2) Copy tomcat\webapps\spotfire\WEB-INF\ResourcesWeb.properties to tomcat\webapps\spotfire\WEB-INF\ResourcesWeb_en_US.properties and ResourcesHeader.properties to ResourcesHeader_en_US.properties So basically you need to copy the contents of the file and accordingly create the desired files.

3) Restart Spotfire Server and Node Manager Service.

I confirmed the workaround works partially:

* Windows OS/Locale in Japanese,with Spotfire and Japanese language pack deployed

1) set browser language to Japanese, TSS/TSWP all display in Japanese as expected

2) set browser language to English, TSS/TSWP all display in English as expected.

3) set browser language to French(not deployed), TSS dispaly in English as expected, however TSWP displayed in Japanese (supposed to be in English)

So I am requesting official support installing Spotfire Server/Web Player in non-English OS as titled. Thanks.
