Expose the API to set individual column width within CrossTablePlots

The DataTable visual allows for setting individual column widths via IronPython.  This API is not consistently implemented across similar tabular visuals, in particular the CrossTablePlot.  Though users can adjust individual column widths using their mouse and sliding them, this is not possible within an IronPython script. Consequently this makes it difficult to programatically build or adjust CrossTablePlots via a script.
