Allow configurable limits on Library Size & number of users defined Merged

Library limits

The limits should apply for the whole library - the size & number of users defined. No need for limiting individual subfolders contained therein.

The background is as follows. We have a support model whereby the rules say that for certain categories of dashboards a 'project' container (= library) should not exceed certain limits (for example. Max. size is 500MB and 100 named users). In practice these rules are not obeyed and these limits are broken. We are left with having to do a costly 'clean-up' activities, notifying/requesting users to adjust etc. Having an Administration option to set control limits would help a lot. That way the project owners would have more incentive (be forced to) manage the environment themselves. We need some enforceable tools to manage this more effectively on the application side.

Support comments: At this moment there is not such tool, which could manage a number of users who have access to the Spotfire Library and a size of it. So this can be considered as an enhancement request.
