Custom color persistence in color picker

Custom color persistence in color picker is not universal. After adding a custom color to the Custom Colors palette, it only appears in the Custom Colors palette at the color picker where it was selected (TS-I-6185.png). When opening the color picker elsewhere, the Custom Colors palette is empty. Today, users cannot easily reuse colors they picked elsewhere in the dxp.
