Formatting of filters

Filters in text areas cannot be formatted to override the default settings provided by the custom theme. Allow formatting of filters to be overridden. Without this capability:

• We don’t have control over the appearance of filters should we need them to differ from the custom theme setting (e.g. larger/smaller fonts, colors)
