Better control of Information Services database jobs and scheduled updates to improve system stability

With Resource Monitor it's possible to set limits on how many open analysis Web Player can have and how much memory Web Player can use but this barely scratches the surface of what we want to set limits on to assure the stability of a large Spotfire installation. We want to be able to set the following limits:
1) Per analysis: how much memory an analysis can use at run time and at view time

2) Per analysis: how many rows an analysis can load in total

3) Per analysis: how long a scheduled update analysis and non-scheduled update analysis can run for

4) Per information link: how many rows an information link can retrieve

5) Per information link: how long an information link can run for

Ideally all these limits should be set at a Spotfire Group level so we can define different limits for different sets of users.
