Ability to Move Legend to Bottom or Top Merged

Currently, legend can only be to the right or left of graph and it takes up a lot of room especially if the names in the legend are long.  It would be great to have the option to place the legend flat on top or bottom to minimum amount of space taken up (similar to how excel does it).
