Individual user Access To User Administration Manager instead of administrator user

Dear Team 

i am using 7.8.1 and here every thing is manageable thru browser so i am able give individual access  to monitoring team & schedule analysis team but not able give user administration. in that case i have to give administrator access. full server access on its hand. this is my pain area right
