While they cannot save an information link to that folder - they can save an info link to ANY other folder they have modify permissions to. This creates info links scattered around the library.
Plenty of people should be able to read the definition but not be able to write/save info links anywhere in the library. There is no distinguishing what types of items someone can save on a folder.
You can do this easily. Just give the users Browse + Access on your Information Links folder and while they will be able to change the information link they won't be able to save it so in effect this equates to read only access.
