Choose in the DXP whether export feature are available to anonymous connection

When an dashboard is made public, sometime we want the data to be able to be exported.

Currently, a public dashboard view by a user that is not connected can't have access to the export features.

 

This is particularly true in case of Spotfire Cloud use case.
