License to disable the use of Data Panel View

One of my customer is requesting a new license under Admin Manager to disable the use of Data Panel View. Currently, admin can disable the use of Data Panel, but not the Data Panel View which is one of the feature of Data Panel. The reason they want this is for data security reason, which I will not explain in detail in this entry.
