Tags can be attached / removed in web player using scripts (an example is here), however the changes are not saved in the file, making this functionality kind of useless.
People changing tags would like to see them when they open the visualization again (and they might even want to share their updated tags with others too).

Starting with Spotfire 12.2, web authors with a Spotfire Analyst license can attach and manage tags.
