UX: Panning when zoom slider activated

Add some mechanism for panning when a zoom slider is activated. The mouse wheel currently only adjusts zoom level. Would be nice if ctrl+scroll would pan up/down. Or right-click + drag would pan around the chart. Currently, to pan you have to tinker with both vertical/horizontal sliders separately which is many clicks and difficult for exploration
