Chart Background Transparency Merged

Related to Idea TS-I-5672 (https://ideas.tibco.com/ideas/TS-I-5672) but re-worded title more generally.

Please allow all visualization backgrounds to be transparent. Currently, I have customers put image backgrounds on Map layers and try to plot over it on as map.

    Niklas: I added a comment on that idea (I-3965) illustrating how transparent backgrounds could be used. The original idea was for something different, however. I agree these ideas can be merged as long as this "transparency" request is included in overall scope. Thanks.
