Circular (or Cycle) Range Filters

The filter shown in the attachment is for Time of Day. As you can see, I can only filter within the two extremes (1:00AM and 12:59 PM). I can filter down to 4:30AM up until 9:30AM (shown), but if I want to filter from 9:30AM through all PM hours and up until 4:30AM, I cannot. This is an issue for any cyclic data.
