Enable users to make the Web Page panel visible

Up to version 7.13 (not sure about 7.14) there was an icon on the toolbar saying "HTTP" that allowed the Web Page panel to be toggled on and off. This has disappeared in 10.0, but it's still possible to close the Web Page panel by clicking on the cross X in the top right hand corner. The new menus in 10.0 very surprisingly don't have an option to make the Web Page panel visible. The request is to make such an option available.
