Statistica Data Function should always be available

Currently, in order to call a Statistica Data Function, a dataset needs to be open in Spotfire.  Given that Statistica workspaces typically have their own datasets (either a data file or a Data Configuration/Query), this makes it confusing to first open a dataset before calling a Statistica workspace that we return is own data
