We are using the Azure SQL connector, but we would like to use the information designer.

As stated in the article you found, this is a limitation on the Azure SQL Server side: "This is a limitation on SQL Azure database as it doesn't permit the use of 'USE [database] statement', which is triggered from Spotfire when clicking on the dropdown list." Using a connector to connect to Azure SQL Server has been tested and is supported and this is why this issue has been fixed for the connector and is now working for you. Using Information Designer to connect to Azure SQL Server has not been tested and is not supported and this is very likely why you see this error here. I recommend you to submit an enhancement request on the TIBCO Ideas Portal for official support for connecting to Azure SQL database for use with information links.
Please use Spotfire's SQL Server connector. It supports Azure SQL Database and Data Warehouse.
