allow user to force disconnect information link DB connections to release DB cursors

Customer is facing known issue of ORA-01000 sometimes when using information link.

They wish to be able to force disconnect information link DB connections to release DB cursors.

For example put a button near the JDBC URL in Server Diagnostics tab of  Monitoring&Diagnostics page of Server Management Console, so user can sue this button to release all DB cursors and disconnect all DB connections from Spotfire Server to release deadlock.
