Support for Windows 2019 for Spotfire 10.3.x (LTS)

The latest release of Spotfire Server (10.6) supports Windows 2019. However, Spotfire 10.3.x still does not support it, and it's supposed to be an LTS release. We need this so that we can support it for our customers.

    We have verified and we support Spotfire 10.3 (LTS) deployment on Windows 2019.
