Use Visual Studio Code for developing TERR and Python data functions Merged

Visual Studio Code is rapidly becoming the standard IDE for writing in many language such as R and Python. It would be very useful for developing data functions in Spotfire if it was possible to launch the Spotfire TERR and Python interpreter direct from the tools menus (as you can just now for R Studio IDE with TERR)
