Allow configurable default numbers of bins for histograms

We'd like to recommend making the default number of bins configurable for histograms. We'd like users to be able to set their own preferences. We get asked about this a lot by users. Most of the time they find the default number of bins too small. Also, they find it annoying that after they change the number of bins in the histogram, the number of bins changes back to the default every time they change columns in X-Axis. So, in addition to allowing the user to configure the default, we would request that when they make a change to the number of bins in a visualization, it is "sticky" and continues to use that number when they change parameters displayed in the visualization.
