Ability to create more customized rule schedules Merged

Currently, under Scheduling & Routing, when we create a new rule, you can only schedule it with a specific number of hours between reloads. It would be helpful if we could select specific hours of the day to reload the data to avoid having to reload it numerous unnecessary times.
