Add documentation for Oracle TLS connection in bootstrap file

TLS 1.2 was mandatory in my company for DB connections, so had to go through this for initial Spotfire server setup.

Didn't found any documentation for this process on Spotfire side so I was not sure where and how do changes for new ojdbc, ssl certificates, connection strings and all related configurations.

I am pretty sure that proper documentation for this will spare time in the future for lot of people.
