Custom tools in native Spotfire menus

Add the ability to put Custom Tools in any native Spotfire menu or in a custom submenu. It would make more sense to have "Data" related tools placed in the Data menu rather than in the Tools menu. The same for "File", "Help" and "Visualization" related tools.
