start WP/AS instance automatically when applying new config on a failed instance

Currently (Server 10.10.4/WP10.10.3 HF-013), if an invalid config is applied to WP/AS service, then WP/AS instance fails to start because of config is invalid.

After that, when applying another valid config, WP/AS instance is not start automatically.


Please kindly make it start automatically after config is applied, no matter previous status is FAILED or not.
