reduce connection time in login dialog if spotfire server is offline

If spotfire server is offline, then when openinn Anayst's login dialog, it takes about 1 minutes, also if changing server's url by clicking "Manage servers" link, it takes another 1 minutes roughly to open.


According to TIBCO support this behavior is considered as by design, i.e. 10s timeout and 4 retries, this is too long.


The dialogs should show up as soon as customer clicking the icon.
