Allow users to view the log files for their own Automation Services jobs

Currently only those in the "Diagnostics Administrator" group can view log files, including log files for individual jobs. This privilege includes the ability to view logs and the global Spotfire troubleshooting bundle, which can contain sensitive information to which users should not have access.


Users should, by default, be able to view the log files for jobs they own/have scheduled.
