Route traffic from Spotfire BigQuery connector thru private IP

Currently Spotfire BigQuery connector routes traffic thru public IP. All our traffic should go via private IP as per our security requirement. Spotfire should be configurable to use private IP for this connection.

    In 14.5 we added support for private endpoints in the Google BigQuery connector (see documentation).
