Allow FiscalYearOffset property to be set in BusinessAuthor

When using BusinessAuthor to create new analyses, allow the FiscalYearOffset property to be set such that appropriate Fiscal Year Calendars and forecasts can be visualized. This is available in Analyst now.

Starting with Spotfire 14.3, the new document properties panel enables adding, removing, and editing document properties both in the installed client and the web client.
