Be able to color background color of a specified area on a scatter plot

I would like to have the ability to change the background color of a specified area on a scatter plot. Or, I would like to be able to enclose the specified area with a line.

    One of our customers also wants this feature for line chart, especially individually coloring background on certain X axis ranges when analyzing time series data.
