Provide a way (programmatically/config) to avoid loading (layer) data in Map Chart unless the particular layer is selected to display.
Improve UI performance for better UX.
Map Chart contains 2 layers:
1. Base map
2. Custom layer
Initially, only the first layer are checked on - i.e., set to display. The custom layer is loaded, in-full (not on-demand) in .dxp, but not checked - i.e., not visible in Map Chart.
Expectation: layer #2 is checked off - i.e., set to hide - in Map Chart; thus, map should load very quickly, unless the 2nd layer is manually checked on by user, in which case it's reasonable to take some time to refresh the map display.
Reality: regardless if layer #2 is checked on/off, Map Chart takes a long time to load just the first layer.

I confirmed with my team that there is not currently a way to prevent a file from loading in the map chart when it is not visible. You can submit this as enhancement request on our Ideas Portal here:

When map chart layers are set to be not visible, they do not load. We cannot reproduce this issue.
I would suggest to contact our support team.
